      Law is a system of rules that are created and enforced through social or governmental institutions to regulate behavior. It has been defined both as "the Science of Justice" and "the Art of Justice". Law is a system that regulates and ensures that individuals or a community adhere to the will of the state. English law is the common law legal system of England and Wales, comprising mainly criminal law and civil law, each branch having its own courts and procedures. It is also, more accurately, termed the law of England and Wales and is applied in agreements that parties will adopt the jurisdiction of England and Wales as well as for matters within the physical jurisdiction.

        First, in common law countries, it is distinctly not the case that all law must be “on the books”. England’s attitude to the importance of writing down the law is at best ambivalent.
